change domain admin and tech contact

Hello,
I explain :
My client has a domain registered on godaddy.
Another web agency administrates the domain name.
The website is going to change, and the IP address has to change too.
What do I have to ask to the web agency in order to get admin and tech contact set to my account ?
I just created an account and I received a customer number. Do I have to give them this number ?
Last question : when updated, what is the delay to be able to change the ip address the domain points to ?
I am french, sorry if my english is bad (doing my best).

It sounds like you are referring to a Domain Transfer from another registrar? If that is the case, you would not provide them your customer account information. You also would not be able to update the Admin/Tech contacts of the WhoIs till after the domain has been transferred to our services into your account.
Have you purchased a transfer for the domain name? If not, I would recommend reviewing the following articles that can assist you transferring the domain and updating the WhoIs:

As for when you can update the DNS to point to the specific IP address you require; as soon as the domain is active in your account you should be able to begin modifying your DNS zone files:

Here is an extract from the whois command :
Domain Name: XXXXXXXXXXXXX.COM
Registrar: GODADDY.COM, LLC
Whois Server: whois.godaddy.com
Referral URL: http://registrar.godaddy.com
Name Server: NS33.DOMAINCONTROL.COM
Name Server: NS34.DOMAINCONTROL.COM
So the domain name is already registered on godaddy.com
I just want the actual admin and tech contact to indicate my account as the new admin and technical contact for the domain.
So do I just have to give to the actual admin my account number ? I want to be able to manage the domain from the godaddy account I created yesterday.

My apologies for any confusion. When you mentioned that the domain was being administrated by another agency, it sounded you were talking about a separate registrar.
If the domain is already in our system within another customer account and they are looking to transfer this over to your own account, then the current customer will want to refer to the information provided in the following article to initiate this change request. The information you may need to provide them is also covered in this same article:
Moving a Domain Name out of Your Account
Be aware this same process should also update the contact information in the WhoIs once it is moved to your own account. If it does not properly update, you will want to refer to the Updating Your Domain Name Contact Information article I previously referenced.
