I have a user sending me email, i think through exchange. I receive the email in my workspace email and I see the attachment in the workspace email. However, on my Apple Mail email client I only see one of the attachments named winmail.dat.

Again, in the workspace email webmail client I see both a csv attachment and a winmail.dat attachment. I only see the winmail.dat attachment in my local client.

I have other users that have sent me attachments (daily) with no issues and I see them on my local client as well.

This is generally caused by the original email client that is sending the email. The winmail.dat attachment is a file unique to how Outlook and Exchange handles attachments and Rich Text information relating to the email. This article provided by Microsoft explains how the original sender can prevent this file from being sent:

Gary, you are missing the point:

1. The email is received by godaddy and when I look at the email in the workspace email it has both attachments. The .dat and .csv attachment. However the attachments are not in my local email client.

2. Also, as a test when I login to my webmail client, I can not even fwd one of these emails as the attachments show ‘waiting’ and you get an error when trying to fwd.

From my personal experience, the winmail.dat file can affect how email clients display and recognize attachments. However, if you do not believe it to be related to the winmail.dat file, as the attachments are displayed in your Web-Based email but not your local email client this generally indicates an issue with your local system. If you have any type of virus scanning that scans emails that are downloaded, you may want to try temporarily disabling that to see if that alleviates the issue. You might also want to try using another email client to see if it is something specific to the Apple Mail client. Other popular email clients for Mac are Microsoft Entourage and Mozilla Thunderbird.

If you are encountering errors when trying to forward the email through your Web-Based email, what browser were you using? You might also want to test it using an alternate browser as well to see if you encounter the same error in multiple browsers. If you believe it might be something specific to your account, you can contact our support teams and they can review your account in detail to see if there might be any issues with your email account. I solved the problem by upgrading to the new godaddy webmail interface.
