problem in sending email from email account provided using outlook express

From what you have described, it sounds as though the message is being rejected before it leaves your computer. You may wish to temporarily disable any active email protection software and then try sending the message again. If this does not correct your issue, please contact our support regarding this matter at https://www.godaddy.com/community/contactus.aspx?section=emailus or by telephone at (480) 505-8877.

Sounds like your set your outbound SMTP settings to smtp.secureserver.net. That’s not right. You’re trying to connect directly to our main inbound smtp servers, which don’t like your IP. Your neighbors have been sending spam, probably.
Your outbound settings should be smtpout.secureserver.net or something similar.
Follow these instructions:
You’ll be all squared away once you have all the settings just right
