relay-hosting.secureserver.net and IP addresses

Does relay-hosting.secureserver.net block IP addresses?
I ask because I can’t successfully submit a message through a contact form I created for the website on my home network. However, using the same browser, same window, same computer, but through a proxy anonymizer website (bind2.com) I can successfully submit a message.
I got this idea because after a few unsuccessful attempts, I tried the form via my phone’s browser which I was connected through AT&T’s network, and therefore had a different IP address, and the message submitted successfully.
Also, a few nights ago, I was able to submit a message through the form using the same browser, same computer, successfully. But now I can’t submit anything again!
Can anyone help me?
I can post the code to the board here…but it works complete as I am able to send messages through it…just not from any computer behind my IP address!

Also, I have checked to see if my IP address is on a black list anywhere for being a spammer, etc. And it is not on any bad lists anywhere…

@dafav,
You wouldn’t be able to directly connect to relay-hosting.secureserver.net from your PC. The relay-hosting server should only be able to be used on our network (which you’d normally access via a script on your hosting). Typically, only our servers should be able to connect to the relay-hosting server, and you wouldn’t be able to do so via your PC.

Thanks for the reply, however, the contact form IS on the server when I test it. I am not testing it locally. I am going to the URL and trying to submit a message.
But,…since I posted this message, the contact us form has been working very well for the past several hours. If someone at GoDaddy fixed the issue, thank you.
I’ll be back to my thread here if it stops working again…
