@Yiming123
The error code 0x800CCC0F is a generic “couldn’t connect” message, and has quite a few possible causes. If you haven’t already, I would recommend that you check out the article provided in the Microsoft Knowledge Base. You can find it here:
http://support.microsoft.com/kb/813514
Generally when we see this message the culprit is an update to an anti-virus (AV) software which refuses to play nice with Outlook or a corrupted Outlook profile. If its an AV issue, you can verify this by temporarily disabling the AV software and testing your connection from Outlook again. Corrupted profile issues can be usually be fixed by removing and recreating the profile.

Hmm, I do not have anti-virus and I have tried pinging the smtpout.secureserver.net[72.167.82.80] on multiple servers[1 in canada 1 in us] , and it just times out on me. But the pop.secureserver.net[72.167.82.11] replies and smtp.secureserver.net[72.167.238.201] also replies. I don’t understand why…

@Yiming123,
Please note that you will not get a response from a ping to the SMTP servers, as they are blocked. Have you tried changing the port for smtpout.secureserver.net? Try using 80, 3535. or 587. Also worth noting. Many ISP’s close port 25 based on volume, and yet others may require that you use their SMTP servers to send mail.
Hope this helps,
Jason

Same here. I use this setting on my thunderbird and is not working either:
SMTP server: smtpout.secureserver.net
username: my email address
password: **
port: 465
Connection security: SSL/TLS
Authentication method: normal password
I really need my outgoing mails to be in SSL. Any ideas how to get this working? Thanks

I get the same error as Yiming123
NOTHING fixes it

@texomaghost
I would recommend completely removing and recreating the profile in your client. Also, you can try the following outgoing ports: 3535, 25, 80, or 587. You will also need to ensure that you have set your outgoing server to require authentication. You may need to temporarily disable any firewall or antivirus for troubleshooting. If you are still having issues, you can run a telnet to test for local connectivity issues:

Finally, you can contact our Support Team to review your specific email account.
