authorization code transfer locked?

Hi, I just purchased a new domain and in the Domain Details page it says this:
Authorization Code:
Transfer locked until 7/16/2012:
New domain registration
What does this mean? Can I not use the domain name to build a site until July?

This indicates that the domain name cannot be transferred to a different registrar until 7/16/2012. However, you are welcome to use the domain immediately. You can setup the domain with any of our services, or update the domain’s DNS settings to point to a 3rd party hosting provider. Feel free to post clarification of what you plan on doing with the domain and we’ll try to point you in the right direction. Thanks!

Thanks Adam but I don’t understand what a registrar is. All I need to know is whether I can start building a website using this domain name. I have the deluxe web hosting plan through godaddy.

i just started buying domains from auctions and also registering some domains . same time , i am listing all my domains for sale . most of my domains still new and within the 60 days transfer locking period . what will happy if sell my domain to someone ? can i then i transfer it to them if they have different register like sedo ? and if not , can i just transfer it to them within go daddy register ?

You will be unable to transfer a domain to a different registrar within the first 60 days of registration. However, you will have the ability to move the domain to a different GoDaddy.com account.
