Can someone please tell me how I can set my Instapage to allow for up and down scrolling of the background picture.

I have a graphic that I want to use for my page, but it requires the page to allow for scrolling because the graphic is taller than the set image height used on instapage.

Is there any options or work arounds for this?

Unfortunately, as InstantPage is just a simple landing page, there is no way to allow for this type of modification.
