You may wish to review more within: Sending Files with Public Links in Online Storage.

However, to clarify when you hover over the Public Link icon, the creation date and the number of downloads of the Public Link displays.

So you are able to see the number of downloads, however, not the location or IP Address of the computer downloading the file.
