Can someone please tell me why it takes 7 hours to have a update to an existing ticket simply escalated, while we have the Server Maintenance Plan?
I’m really getting worried that if something catastrophic happens that we will be SOL.

That all depends on the level of the queue at the time you send in the request. The more tickets that particular department has, the longer the response time is going to be. For a quicker response, you may want to just call into the support team.
