I want to upgrade my vps package form Value Package to Deluxe Package
But I want to ask when I do this.
Does VPS have need to restart and lost data from old VPS ?.

You can do an in place upgrade. No need to reprovision.

I should add that your VPS will have to reboot to process the change, but you should not lose any data.
