Cancel&refund newly purchase hosting plan?

Hello, I purchased the deluxe share hosting 3 years plan at May 1. I found out server up time is no where near 99%. (I was using the server IP to check the data). Is it possible for me to cancel this newly purchase hosting plan and get the refund right now?
What exactly is the process?
