Cannot view my website

My website is sapnets.com which I am unable to view. The FTP account is also blocked. FileZilla gives an error
Error: Connection Timed out
Error: Could not connect to the server
I am trying to view my directory contents also through FTP File Manager but its also giving an error.
What should I do?
And
How can I restart my web app?

I am currently able to view the website. If you are unable to view this, please provide a copy of a trace route for further review.

I am too currently able to view my website but it was down on Saturday afternoon (Indian Timezone).
Anyways, Is there any way so that I can reset or restart my website, if I am getting into trouble like that?
Or is it server side fault and nothing can be done?

Should you encounter a connection issue with your FTP again, please contact our Support Team and we will be able to test this functionality to determine if there is an issue with the server or troubleshoot a local issue.
