Could not access the dashboard

i was updating my wordpress and suddenly an error occurs
Fatal error: Call to undefined function wp_is_mobile() in D:Hosting9366522htmll4swp-adminindex.php on line 22
the site is opening normally but i can’t login into the dashboard
can someone help me ?

If you did the update through the Hosting Connection, you can have it roll back to the previous version.
Rolling Back a Quick-Install Application to a Previous Version
If you did the update through WordPress itself, then it could be a compatibility issue with one of your plugins/themes and the upgraded version of WordPress. You may need to disable your current theme and one or more plugins. To do this when you don’t have access to the WordPress admin, you would need to rename the particular folder for the theme you’re using or the plugins you want to disable. If the folder is renamed, then they’ll stop working as WordPress won’t recognize the install path anymore.
Using the FTP File Manager to Rename Files or Directories in Your Hosting Account
If that doesn’t work, then you can also try re-applying the update manually by using the following URL format:
yourdomain.tld/wp-admin/upgrade.php

thx Joe for your help, i tried both ways
1- i tried renaming the theme folder but nothing happened
2- i tried yourdomain.tld/wp-admin/upgrade.php it wrote:
“No Update Required
Your WordPress database is already up-to-date!
Continue”
then it loaded me to the main page but still can’t access the dashboard !!

SOLVED!
1.) Go to file manager
2.) Click on History
3.) Go to wp-Admin
Includes
Place the date A few days before the update of WordPress.
4.) Look for misc.php then click Restore.
5.) Go back and paste it in wp-admin -> includes folder
Try WordPress.

Do you have a Linux or Windows hosting plan? The ‘History’ feature is only available with our Linux hosting plans. You may want to try replacing this file with one from a fresh Wordpress installation.
