If the file manager is not working for you then you should try uploading the necessary files with FTP. The following help article explains how to use FTP:
If the file manager continues not to work you may need to contact our live support. You can contact our live support through the following URL:

I have the same problem and currently get stuck!
I started with the economic share-hosting package then very soon realized that it does not work for me. After step by step escalating to the top ladder of share-hosting package, I eventually realize that even Ultimate package does not work either, may be because my site is too big for share hosting.
I decided to purchase a VPS. However, for 2 weeks time now, I get stuck at how to migrate my website to VPS without having to pay USD550 for support.
Since the file manager does not load, I can not compress my database file. And because the database file is too big, I face the time-out problem when I try to download it uncompressed.
FTP can not help either, connection dropped half way. If the server allowed me to use file manager I could compress it to 15MB and my life would have been less painful.
In stead of download the whole database, I even tried to download table by table, but again after 2 tables, the error comes: “… export.php is not existed”!
Currently I am stuck at this point because I don’t have USD500 to pay for account migrating support fee.

If you are migrating your site from an existing shared hosting plan to a Virtual Dedicated Server account, You will want to refer to the instructions provided in the following URL to migrate your content:
Please note, in these instructions, you are referenced to specific information for uploading content to your Server via FTP. You would not use the File Manager interface we provide for Shared Hosting to complete this.
If there is still an issue attempting to migrate your content to a Server account, you will need to submit a trouble ticket to our Server Support team:
