Hosting consistently timing out

I am getting time out errors when trying to upload my website. I have tried with software that I have used for years. I have tried Filezilla with various settings. Java FTP will not even start up. I am trying to move pieces with file manager but it does not transfer folders. I can connect like normal, but after a few seconds of uploading it locks out.
I have duplicated this issue on 2 desktop computers and a laptop. All fail to upload the website.
I tried posting earlier, but did not select a group and cannot access that question so am trying to repost.
This problem has been going on for two days. Two days ago someone said the connection was open and causing the problem. Today the support had no idea what that was about. I build websites full-time and need to be able to upload.

I’ll take a look at it. I can not get to the page from my account. It gives me an oops message and does not show that post as being in any group, just the question. I can get there from your link here though. I’ll keep comments on the issue in that thread for clarification.
