I’m not sure what steps you are referring to, but there are a few things that you could try to make sure your domain’s A record points to your hosting IP, and that you have the correct index file uploaded:

I need a new host for my existng website http://www.substituteteacherhandbook.org currently hosted by Mobile Me using iWeb 08. Mobile Me is being discontinued in July as an Apple product. I have saved the website to a folder on my desktop, and believe I must upload only the contents, not the folder. HELP?

If you already have a hosting plan purchased and setup, then you would want to upload the files of your site to your hosting plan. When uploading the files, you would not want to upload the folder, just the files themselves as you suggested. Additional details on uploading a files to your hosting plan can be reviewed in this article:
