The steps in the article you listed are for configuring a redirect on your Web Hosting plan. If you do not have a Web Hosting plan, then the Web Hosting option will not display in your account. If you are trying to redirect the domain name itself to another page, your best option would be to setup forwarding. Information on setting up forwarding can be reviewed in this article:
