I added my banner picture to the title block.
can it be set to auto resize to window size, just like my content blocks. when I make my window to full screen, my banner picture shows complete, but if window is not maximized, the content block (text) auto resizes but the banner picture (on title block) shows cut off

You should be able to adjust the CSS for the title block/image to use an adjustable width instead of a fixed width.
