Yes it is possible to add multiple content blocks to your Website Tonight project. If it is appearing attached below an existing block, that is because it is within a layout container (blue outline box). You can move it outside of this box if desired.

@jaysonfey – The grey dotted-outline blocks are part of the template, which can be modified with CSS:

If you need help with CSS you can post the name of the template, and which block (header, page title, footer).

My apologies for the delay.
@Nate D is correct. Grey outlines are used for the title and subtitle blocks of the template. If you want to hide these blocks from your live site, they can be removed through custom CSS.
We are more than happy to help identify the CSS element of the template that controls these. But like @Nate D pointed out, we would need the name of the template you are using or a live URL of your publish site.
