Trouble moving existing blocks around on page

I have removed the images on 2 of my pages and only want the block to be moved up to the top where the images were. I cannot seem to figure out how to move them. I can move new blocks I create, but not the existing one on the bottom of the page to the top. I also cannot seem to delete the block at the bottom of the page either.

@suesa Some content blocks are fixed, such as the head/top content block or the footer/bottom content blocks. If those aren’t the ones that you’re referring to, you’ll need to contact our live support for further review:
