You can choose Go Daddy or Starfield Technologies as the certificate-issuing organization when setting up a new code signing certificate, manually renewing a code signing certificate or re-keying a code signing certificate.

Both certificate-issuing organizations provide the same certificate, so your selection is simply for preference.
